Headcount plans have a way of drifting off course soon after the board approves them. CFOs see this quickly because people spend is both significant and difficult to keep aligned with changing business conditions.

Hiring timelines, roles, and priorities change, turning many plans into static snapshots rather than a system that guides ongoing decisions. This creates decision friction across the organization. Leaders start questioning which numbers to trust. Recruiting and people teams refer to information that no longer matches current assumptions. And finance spends more time tracking how decisions have changed than providing the insights the business needs to move forward.

A more adaptive approach to headcount planning helps resolve these challenges. It keeps teams aligned as conditions change and brings the financial implications of each decision into focus, the moment they’re made.

Headcount Planning in Sequoia OSâ„¢ supports this continuous cycle. Plans adjust as timing, compensation, or role details change, and scenario planning gives finance and people leaders clarity into potential outcomes before changes affect the budget.

A Connected Way for CFOs to Plan, Monitor, and Govern People Spend

Sequoia OS Headcount Planning connects headcount strategy to hiring execution, so finance, people, and recruiting teams plan together, model change, and keep hiring anchored to approved targets as the business evolves.

Plan and model

  • Build flexible, data-driven headcount plans that update as you change timing, compensation, or roles.
  • Collect headcount requests, track approvals, create role plans with titles, levels, pay ranges, and hire dates. And lock approved plans so teams execute against the same goals.
  • Preview the financial impact of changes by comparing scenarios to a baseline, so adjustments stay grounded in cost insight.

Total cost insight

  • Model cash, equity, benefits, and other costs with every change, so your plan reflects the full cost of the team you are building.
  • See the cost behind every role and by org, team, or quarter, so it’s easier to protect runway and make tradeoffs with shared numbers.
  • Track plan vs. actuals in real time so teams can course-correct before gaps snowball.

Hire and execute

  • Set your headcount plan as the compass for hiring, then manage every role against that plan as recruiting moves forward.
  • Carry approved roles into hiring with ATS sync, open requisitions directly from the plan, and issue and track digital offers, so execution stays aligned with approved financial targets.
  • Keep offers within range as they move through approvals, ensuring compensation decisions stay consistent and financially sound.

Keep teams aligned on the same data

  • Unify job definitions, pay ranges, benefits, and market benchmarks in one source of truth with real-time analytics, so leaders stay aligned and reporting stays board-ready.

What’s New and What’s Coming in 2026

In December, we added upgrades to Headcount Planning that make it easier to run planning in the same cadence you run the business.

  • Cost views that match how you budget and report: View headcount costs by month, quarter, or a custom date range. As assumptions change, the view recalculates dynamically, so it stays usable for forecasting and ongoing reviews.
  • Clearer visibility into open roles for recruiting stakeholders: Open position visibility is now more role-aware. Talent partners see open positions assigned to them, while talent managers see their own positions plus those assigned to the talent partners who report to them.

Along with workflow and UX improvements, the focus in 2026 is making headcount processes more consistent and easier to govern without adding process overhead.

  • Approvals that extend beyond new position requests: Today, workflows support approvals for new roles. In 2026, approvals will apply to additional actions, beginning with terminations, so teams can rely on one consistent approval pattern across more types of headcount changes.
